U.S. House committee set to mark up Strategic Bitcoin Reserve bill on Wednesday

The House Financial Services Committee is scheduled to consider H.R. 8957, the American Reserve Modernization Act of 2026, at a markup on Wednesday, September 16, at 10 a.m. ET. The measure would advance a proposed Strategic Bitcoin Reserve under Treasury oversight, according to the committee’s calendar.
The bill was introduced by Rep. Nick Begich and has Rep. Jared Golden as a Democratic co-lead, making the markup a bipartisan legislative test for the reserve concept. The committee agenda also places the proposal into the formal House process, where members can debate and amend its language before any further floor action.
What the bill would do
Based on the bill descriptions cited in coverage of the markup, H.R. 8957 would codify a Strategic Bitcoin Reserve, require a 20-year no-sale lockup for reserve Bitcoin and set quarterly public proof-of-reserves audits. It would also create a separate stockpile for non-Bitcoin digital assets held by the government.
Reporting on the measure has also described language that would limit any future expansion of the reserve to budget-neutral methods rather than new taxpayer-funded Bitcoin purchases. That detail, however, is tied to the bill’s current wording and could still change during committee debate.
The markup does not amount to final passage. The measure would still need to clear the full House, then the Senate, and ultimately receive presidential approval before becoming law.
For now, the scheduled hearing marks the clearest procedural step yet for a Strategic Bitcoin Reserve bill to move from proposal into binding legislative consideration.
