Industry group files joint SEC comment letter on transfer agent rules for tokenized securities

A coalition that includes Securitize, Figure, Centrifuge, Equiniti and Plume Network has filed a joint comment letter with the U.S. Securities and Exchange Commission on its transfer agent rules modernization proposal, according to the participating firms and the SEC-hosted filing.
Securitize said on X that it joined the other participants in submitting the letter, while CEO Carlos Domingo said the group supported recognition of blockchain record-keeping as part of the framework for tokenized securities. He also said the filing asks the SEC to consider wallet addresses, email addresses and other electronic identifiers for direct holdings.
Support for blockchain records, with a push for broader identifiers
The comment letter appears aimed at a narrow but important regulatory question: how transfer agent rules should adapt as securities move into tokenized formats. Based on the public statements from the participants, the filing supports modernization while arguing that record-keeping rules should explicitly account for blockchain-based ownership records.
Domingo framed the effort as a joint submission from “digital and traditional transfer agents” and said the proposal is meant to help bring existing recordkeeping rules in line with tokenized securities. The filing itself is directed at the SEC’s modernization proposal, rather than representing a rule change on its own.
The participation of companies across both the digital asset and financial infrastructure space suggests the comment letter is being positioned as an industry response to how tokenized securities should be recorded and administered under existing transfer agent rules. The extent to which the SEC accepts those suggestions remains to be seen.
