The Association of Banks of Russia (ADB) proposes to deprive anonymity of cryptocurrency holders at the legislative level. ADB has proposed introducing a “nomination” procedure – establishing a wallet owner at the request of a lender by specialized market agents.
It is noted that the “nomination” will allow you to recover taxes from the cryptocurrency holder and carry out the withdrawal of funds in the event of litigation, bankruptcy, etc. For the concealment of digital assets, the authors of the document suggest introducing criminal liability.
The creation of such a legal framework will ensure protection of transactions with virtual assets and will largely overcome the high risks arising from anonymity, ADB believes. In addition, it is noted that, on the basis of the proposed model, it will be guaranteed to put into circulation any kind of virtual asset.
